It isn't because the disparity is so huge. India's poverty line is set at $2 a day. And STILL 20% of the population falls below it. In ANY cost of living do you think $60 could be enough for survival? You can hardly buy a week's worth of food on that much, let alone a roof, clothes and a respectable humane set of conditions.
